A Questionnaire is given to be reply by us. This questionnaire is not adequate to get necessary information to arrive at any objective consideration therefore we furnish a detail information for your appreciation and to do justice.
Greatinjustice is done in VI Pay Commission for loco running staff and we want Rs.2800/- grade pay for ALP Rs.4200/- for LP (Shag.) Rs.4600/- LP (Goods), Rs.4800/- LP (Pass.), Rs.5600/- LP (M/E).
The rate of Kilometer age should be formulated based on Rs.210/- the rate of TA for ALPs and Rs.340/- for LPs Rs.30/- of mean pay of PB-I for ALP and P.B.II for LP’s as a pay element as recommended by the RAC 1980.
A part of pay i.e. 30% of pay is linked with the rate of kilometerage and the VI CPC report not effected from 01.10.2006. So the rate of K.meterage should be formulated based on well settled formula taking into the increased pay as on 01.01.2006 and arrears of increased rate of K.meterage from 01.01.2006 should be paid like wise O.T. arrears also.
Onerous duty allowances to be given to all loco running staff.
Our present working conditions are in human. Forced to work even 20 hrs. at stretch sufficient H/Q rest and P.R. are denied, CRs are not given. Duties are so strenuous without rest or relaxation.
HOER should be revised:- Declaring loco running staff as a intensive category and restrict duty to 6 hours at a stretch, to grant P.R. of one full calendar day in addition to normal H.Qtrs. rest, to grant daily OTA, limit continuous night duties to one night in a trip and two nights in a week.
While it may be prerogative of the Railway to decide the H.Qtrs. of Running Staff once such H.Qtrs. are established Crews should be invariably given relief at H.Qtrs. irrespective of duty hours. Crew by passing H.Qtrs. causes mentally agony and disturbance is a potential danger for safety and also health hazard. It is against the traditional HOER practices.
Due to increasing number of Goods trains, increased speed, lesser detention, introduction of automatic territories, high speed signals, doubling of lines, improved wagon turn around etc. Crew should be brought back to H.Qtrs. within 24 hrs. in normal course and 30 hrs. in emergency and “expression emergency” should not include staff shortages.

Pertaining to replacement pay structure.
Sir,
We, the Asst. Loco Pilots of Indian Railways took this opportunity to draw the kind attention of the Committee on our grievance in respect to Pay structure and grade pay through this enclosed memorandum in addition to various memorandum which have been submitted on various occasions with a great hope of getting a fair deal and justice please.
Sir, the injustice which had been done by Vth CPC was corrected to some extent by the Government upgrading the pay scale with a view to restore the vertical and horizontal relativities of running staff with non running categories of course not fully, through faster track Committee, constituted by the Government on representations, but the ALP was completely ignored and subjected to injustice and this time too they have been completely ignored,, for which a serious dissatisfaction prevails. Even today the recommendation of 6th CPC for various categories been modified, upgraded by the Government. We therefore, have a great expectation from this Committee for restoring the historical vertical and horizontal relativity of our pay with other non-Running Staff and thus Justice will be done to us.
Sir, it is also not correct that the depression in our Pay stands to-day to 2 to 4% as a general conception developed in some of the officials of Railway Board but still it stands by 35 to 68%. Over and above this time too, you may please find from the enclosed chart that our pay was been further reduced in comparison to non-running staff after fixation of pay under VIth CPC. In addition you may please also find that hourly wage of running staff is less then the non-running staff who was in same pay scale in pre VIth CPC time which reject the idea of some of the people that Running Staff is well paid then others, in fact the Loco Running Staff have been further made victim of injustice on the question of rate of Running Allowance too, by not taking mean of pay and TA rate of Rs.210 for ALP which effects badly on their emolument hence, it is appropriate to revise the rate of running allowances two as demanded, through different representations.
Sir, the ALP feel themselves ignored, victim of injustice and very much discontented working under serious depression which is in fact no conducive for safe train operation. Sir, we may please not be misunderstood to refer their quantum of dissatisfaction and resentment which has been reflected through different programmes and in last through 6th Feb.,2009 Dharna programme in which about 8000 Loco Running Staff had participated maintaining the train’s movement.
We therefore request the committee to apply their mind judiciously into our case and restore the historical relativity, vertical and horizontal of Running Staff with other non-running staff in Pay and also restore the functional differences amongst Loco Pilots of different class by awarding different grade pay as suggested, along with awarding different grade pay as suggested, along with awarding the grade pay of Rs.2800/- to ALP for which they are eligible.
Hoping that Justice is given to us and we shall be obliged.

UPGRADE ASSISTANT LOCO PILOT TO THE GRADE PAY OF Rs.2800
The worst effected post in the cadre of Loco Running Staff is the Assistant Loco Pilot (ALP). They are equated with Assistant Guard, and both are in the same Pay Band and on same Grade pay of Rs.1900. Assistant Guard’s required qualification is to pass the 8th standard, no responsibility to ensure safety in train operation, no high medical standard required, no necessity to acquaint the sectionlocation of signals, troubles shooting of train etc. but only to see the loading and unloading of parcels. Whereas Assistant Loco Pilot’s entry qualification is ITI with preference to Diploma in Engineering, the medical standard is the highest which is class “Aye One” according to Para 510, 520 and 514 of Railway Medical Manual. But in pay package and even for retirement benefit they are equal. On recruitment the Assistant Loco Pilot have to go through a stringent psychology test to asses the quality of mechanical comprehension, trainability for rules and procedures, concentration, vigilance, safety and leadership quality.
The ability required to the post of Assistant Loco Pilot assessed by the Railway Recruitment Board as prescribed by the Railway Board are:-
1. Undertake the physical requirement of the position
2. Maintain vigilance and concentration particularly when coming out repetitive tiring or monotonous tasks.
3. React quickly in compliance with safety requirement, to changing situation.
4. Co-ordinate the use of controls operated by hand and foot necessary for safe train driving.
5. Use English to communicate clearly both orally and in writing, to convey safety messages.
6. Check and no to make assumption, even when it is more convenient to do so.
7. Retain and recall safety related information, including that which will only be used in emergencies.
8. Comply with procedures, rules and standards, particularly when unsupervised or under pressure of time.
9. Respond to emergency or other stressful situation calmly and when required direct others.
10. Work alone for long period, applying the appropriate competence standard at all times.
These are the minimum standard required to hold the post of Assistant Loco Pilot. There after under go a 9 months initial training as prescribed by the railway Board vide letter No.E(MPP) 98/3/8, dated 22.06.1998.

Besides these the arduousness of the very nature of duty, uncertain duty hours for a longer time, and the long absence from family for a full life span and the responsibility attached to the post cannot be compared with Assistant Guard or that of lowest post in Central Government. The Assistant Loco Pilot placed on par with Assistant Guard in pay structure and Assistant Loco Pilot’s Grade pay was just Rs.100 more than the lowest post in Railways.
In past this was not the position of first Fireman/Assistant Loco Pilot in pay parity with others.

In every Pay Commission or cadre restructuring implemented, the Guard ‘C’ scale/pay has been steadily increased from the minimum pay of Rs.60 to Grade pay of Rs.2800, where as the Assistant Loco Pilot rose from Rs.75 to Grade pay of Rs.1900 only.
The lowest post in Railway also has increased gradually over the years.

No proportionate increase allowed to the post of Assistant Loco Pilot as allowed to lowest post in Railway by Pay Commission one after another. During the time of 1st, 2nd and 3rd CPC, direct recruitment to the post of Fireman/Assistant Loco Pilot was minimal. The qualification required at that time to fill those posts by promotions was “knowledge in using simple English”. Vast majority of Fireman/Assistant Loco Pilot were in steam Locos where very little technical knowledge was only expected from them other than hard manual labour. But prior to 4th CPC onwards Engineering Diploma holders and Graduates were directly recruited to the post of ALP. These ALPs were utilized in Diesel/Electric Traction where much higher technical skill to attend troubles, higher speed, load and number of signals demanding higher concentration are required.
Now 100% of the recruitment of Loco Running cadre is at the entry grade of ALPs with the same higher qualification for both direct recruits and GDCE entrants.
The change in recruitment qualification, nerve taxation due to sophisticated high powered Locos and major changes in speed, load, number of signals, requirements of attending failures enroute were not put before further CPCs by the Railway Board. This too kept the ALP pay scale/Grade Pay at its minimum.
Even though the recruitment qualifications was changed to SSLC ITI during 90’s, most of the candidates recruited by RRB’s to the post of ALPs are with higher educational qualification, considering the advanced micro processor controlled and thyrister locos where they have to be utilized.
Now Assistant Loco Pilot stands similar to lowest post and considerably pushed back from their similar position to Guard ‘C’.
It may please be noted that at the minimum of the 5th CPC Pay Scale for Assistant Loco Pilot, i.e. Rs.3050, the total pay as on 01.01.2006 comes to Rs.6460. Where as the Entry Pay in the Pay Band fixed as on 01.01.2006 for Assistant Loco Pilot with Grade Pay of Rs.1900 is Rs.5830 only according to section II of Railway Services (Revised Pay) Rules, 2008, notified vide GSR No.643E dated 04.09.2008.
There is a reduction of Rs.630 in Basic pay alone with corresponding reduction in other allowances such as Dearness Allowance, HRA etc.
It is also their grievance that inspite of a higher recruitment qualification of Matriculation + ITI, with preference to Diploma in Engineering, 9 months intensive training before absorption, higher medical standard and high responsibility attach to the post than any post which carried a Pay Scale Rs.3050-4590, under 5th CPC as of ALP had been allowed with higher pay by the 6th CPC.
The following posts which carried a pay scale of Rs.3050-4590 as of ALP were upgraded by 6th CPC to Rs.4500-7000 with Grade Pay of Rs.2800.
The case of Assistant Class II in Calcutta mint under Ministry of Finance in pay scale of Rs.3050-4590 were upgraded to Rs.4500-7000 with a Grade Pay of Rs.2800.
Their initial pay band on 01.01.2006 will be Rs.8560 according to Section II of Railway Services (Revised pay) Rules in RBI with grade pay of Rs.2800, and the total pay will be 8560+2800=11,360/- where as the ALP will stand at 5830+1900=7730 as on 01.01.2006. A huge difference of Rs.3630 in the pay packet besides corresponding differences in DA, HRA etc.
Moreover thousands of posts which carried a scale of Rs.3050-4590 under various Ministries were upgraded to Rs.3200-4900, i.e. PBI+Rs.2000 as Grade Pay, which are:-
1. Constable under Home Ministry and Railway Ministry, CBI, RPF
2. Postmen under Department of Posts
3. Leading Fireman of firefighting force
4. Mail Guard in Railway Mail Service
5. Navik in Coast Guard
6. Assistant Class II in Govt. mint.
7. Notice server in Department of Revenue
8. Carpenter in film division
9. Forest guards
Their pay will be fixed in the pay band I at Rs.6460 with a Grade pay of Rs.2000, which comes to a total pay packet of Rs.8460, whereas ALP with a Pay Band of Rs.5830+GP Rs.1900 will come upto Rs.7730 only, lesser by Rs.700.
It may be noted that under the Central Government Service/Railway Service the categories which have an entry Grade Pay of Rs.1900, the percentage of posts in that grade is less than 15%. Where as in the Loco Running Cadre, i.e. Assistant Loco Pilot it is 40% and more of the total cadre strength. It may also be noted that out of the total ALP posts, a meager 30% posts are in Rs.4000-6000 (under 5th CPC) which were allowed with Pay Band 1 + Grade Pay of 2400. In this case also the entry pay in the revised pay for direct recruits appointed on or after 01.01.2006 will be fixed at Rs.7510 in PB 1 with a Grade Pay of Rs.2800, where as ALP with a Grade pay of 1900 in PB I never get the Entry Pay in Pay Band at Rs.7510 when promoted to Grade Pay of Rs.2400.
Apart from these the responsibility attached to the post of Assistant Loco Pilot, the job attribute, the arduousness in performing duty are almost similar to that of Loco Pilot. Considering these position the Railway Board upgraded the post of Assistant Loco Pilot in Rajadhani, Shatabdi express to co-pilots. The Running Allowance Committee 2002 after a detailed study recommended that the trains which are running at a speed of 100 KMPH and above the Assistant Loco Pilot posts on that trains should be upgraded to copilots. This may be conceded and implemented not only to see the enhancement of pay packet to ALP, but on safety in train operation. Effective assistance to be provided for such super fast train which runs continuously for hours together without a stop or relaxation to the crew.
Therefore the pay structure of Assistant Loco Pilot be modified suitably.

IN SUMMARY WE DEMAND THAT THE PAY SCALES OF ALP STAFF BE MODIFIED AT LEAST PB1+GP RS.2800/- TO RECTIFY THE ANOMALIES AND TO MAINTAIN THE HISTORICAL RELATIVITIES.
EXTEND ADDITIONAL ALLOWANCE TO ALP
An additional allowance of Rs.500/1000 is allowed to Loco Pilot (Passenger) and Loco Pilot (Mail) respectively. The ALPs working in Passenger and Express trains too are facing the same working conditions and there is no valid ground to refuse the same and the same should be treated as pay for all purpose such as HRA, Running allowance and retirement benefits etc. Accordingly the definition of Basic Pay should include the additional allowances too.
It is a self explanatory, how the erosion in Pay and wage per hour is slowly being taken place in compare to Non-Running Staff.
Prior to VIth CPC
Non-Running Staff Running Staff (ALP)
3050 x 1.86 = 5673 Rs. 3050x2.118=6459.9 (6460) Rs.
So difference was 787 Rs. i.e. 787 x 100/5673 = 13.87% more
After VIth CPC implementation
5673 + 1900 = 7573 Rs. 6460 + 1900 = 6459.9 (6460) Rs.
So difference is 787 Rs.i.e. loss in % is 787 x 100/7573 = 10.39%
So loss in % is 13.87 – 10.39 – 3.48% All the loss in % is in even after getting 30% running allowance (Pay element) benefit. It is sufficient to prove is that thee is deprival of pay.
Hourly wage reduction in comparison to non-Running Staff.
Non Rg. Staff per hour wages is ALP per wages is
3050 x 1.86+1900 = 7573 Rs. 3050x2.118=8360/- Rs.
Duty hours/months – 176 hrs. D/hrs/month – 208 hrs.
So per hour wages is 7573/176 = 43.02 Rs. & 8360/208 = 40.19 Rs.
So loss of Rs.(43.02 – 40.19) is Rs.2.83/hr.
For equality in pay 43.02x208 = 8948.16 Rs. But received Rs.8360 so loss pay is Rs.588.16 i.e. 588.16 x 100/8948.16 = 6.57% loss.

In addition you may please also find that hourly wage of running staff is less then the non-running staff who was in same pay scale in pre VIth CPC time which reject the idea of some of the people that Running Staff is well paid then others, in fact the Loco Running Staff have been further made victim of injustice on the question of rate of Running Allowance too, by not taking mean of pay and TA rate of Rs.210 for ALP which effects badly on their emolument hence, it is appropriate to revise the rate of running allowances two as demanded, through different representations.
Sir, the ALP feel themselves ignored, victim of injustice and very much discontented working under serious depression which is in fact no conducive for safe train operation. Sir, we may please not be misunderstood to refer their quantum of dissatisfaction and resentment which has been reflected through different programmes and in last through 6th Feb.,2009 Dharna programme in which about 8000 Loco Running Staff had participated maintaining the train’s movement.
We therefore request the committee to apply their mind judiciously into our case and restore the historical relativity, vertical and horizontal of Running Staff with other non-running staff in Pay and also restore the functional differences amongst Loco Pilots of different class by awarding different grade pay as suggested, along with awarding different grade pay as suggested, along with awarding the grade pay of Rs.2800/- to ALP for which they are eligible.

UPGRADE ASSISTANT LOCO PILOT TO THE GRADE PAY OF Rs.2800
The worst effected post in the cadre of Loco Running Staff is the Assistant Loco Pilot (ALP). They are equated with Assistant Guard, and both are in the same Pay Band and on same Grade pay of Rs.1900. Assistant Guard’s required qualification is to pass the 8th standard, no responsibility to ensure safety in train operation, no high medical standard required, no necessity to acquaint the sectionlocation of signals, troubles shooting of train etc. but only to see the loading and unloading of parcels. Whereas Assistant Loco Pilot’s entry qualification is ITI with preference to Diploma in Engineering, the medical standard is the highest which is class “Aye One” according to Para 510, 520 and 514 of Railway Medical Manual. But in pay package and even for retirement benefit they are equal. On recruitment the Assistant Loco Pilot have to go through a stringent psychology test to asses the quality of mechanical comprehension, trainability for rules and procedures, concentration, vigilance, safety and leadership quality.
The ability required to the post of Assistant Loco Pilot assessed by the Railway Recruitment Board as prescribed by the Railway Board are:-
1. Undertake the physical requirement of the position
2. Maintain vigilance and concentration particularly when coming out repetitive tiring or monotonous tasks.
3. React quickly in compliance with safety requirement, to changing situation.
4. Co-ordinate the use of controls operated by hand and foot necessary for safe train driving.
5. Use English to communicate clearly both orally and in writing, to convey safety messages.
6. Check and no to make assumption, even when it is more convenient to do so.
7. Retain and recall safety related information, including that which will only be used in emergencies.
8. Comply with procedures, rules and standards, particularly when unsupervised or under pressure of time.
9. Respond to emergency or other stressful situation calmly and when required direct others.
10. Work alone for long period, applying the appropriate competence standard at all times.
These are the minimum standard required to hold the post of Assistant Loco Pilot. There after under go a 9 months initial training as prescribed by the railway Board vide letter No.E(MPP) 98/3/8, dated 22.06.1998.

Besides these the arduousness of the very nature of duty, uncertain duty hours for a longer time, and the long absence from family for a full life span and the responsibility attached to the post cannot be compared with Assistant Guard or that of lowest post in Central Government. The Assistant Loco Pilot placed on par with Assistant Guard in pay structure and Assistant Loco Pilot’s Grade pay was just Rs.100 more than the lowest post in Railways.
In past this was not the position of first Fireman/Assistant Loco Pilot in pay parity with others.

In every Pay Commission or cadre restructuring implemented, the Guard ‘C’ scale/pay has been steadily increased from the minimum pay of Rs.60 to Grade pay of Rs.2800, where as the Assistant Loco Pilot rose from Rs.75 to Grade pay of Rs.1900 only.
The lowest post in Railway also has increased gradually over the years.

No proportionate increase allowed to the post of Assistant Loco Pilot as allowed to lowest post in Railway by Pay Commission one after another. During the time of 1st, 2nd and 3rd CPC, direct recruitment to the post of Fireman/Assistant Loco Pilot was minimal. The qualification required at that time to fill those posts by promotions was “knowledge in using simple English”. Vast majority of Fireman/Assistant Loco Pilot were in steam Locos where very little technical knowledge was only expected from them other than hard manual labour. But prior to 4th CPC onwards Engineering Diploma holders and Graduates were directly recruited to the post of ALP. These ALPs were utilized in Diesel/Electric Traction where much higher technical skill to attend troubles, higher speed, load and number of signals demanding higher concentration are required.
Now 100% of the recruitment of Loco Running cadre is at the entry grade of ALPs with the same higher qualification for both direct recruits and GDCE entrants.
The change in recruitment qualification, nerve taxation due to sophisticated high powered Locos and major changes in speed, load, number of signals, requirements of attending failures enroute were not put before further CPCs by the Railway Board. This too kept the ALP pay scale/Grade Pay at its minimum.
Even though the recruitment qualifications was changed to SSLC ITI during 90’s, most of the candidates recruited by RRB’s to the post of ALPs are with higher educational qualification, considering the advanced micro processor controlled and thyrister locos where they have to be utilized.
Now Assistant Loco Pilot stands similar to lowest post and considerably pushed back from their similar position to Guard ‘C’.
It may please be noted that at the minimum of the 5th CPC Pay Scale for Assistant Loco Pilot, i.e. Rs.3050, the total pay as on 01.01.2006 comes to Rs.6460. Where as the Entry Pay in the Pay Band fixed as on 01.01.2006 for Assistant Loco Pilot with Grade Pay of Rs.1900 is Rs.5830 only according to section II of Railway Services (Revised Pay) Rules, 2008, notified vide GSR No.643E dated 04.09.2008.
There is a reduction of Rs.630 in Basic pay alone with corresponding reduction in other allowances such as Dearness Allowance, HRA etc.
It is also their grievance that inspite of a higher recruitment qualification of Matriculation + ITI, with preference to Diploma in Engineering, 9 months intensive training before absorption, higher medical standard and high responsibility attach to the post than any post which carried a Pay Scale Rs.3050-4590, under 5th CPC as of ALP had been allowed with higher pay by the 6th CPC.
The following posts which carried a pay scale of Rs.3050-4590 as of ALP were upgraded by 6th CPC to Rs.4500-7000 with Grade Pay of Rs.2800.
The case of Assistant Class II in Calcutta mint under Ministry of Finance in pay scale of Rs.3050-4590 were upgraded to Rs.4500-7000 with a Grade Pay of Rs.2800.
Their initial pay band on 01.01.2006 will be Rs.8560 according to Section II of Railway Services (Revised pay) Rules in RBI with grade pay of Rs.2800, and the total pay will be 8560+2800=11,360/- where as the ALP will stand at 5830+1900=7730 as on 01.01.2006. A huge difference of Rs.3630 in the pay packet besides corresponding differences in DA, HRA etc.
Moreover thousands of posts which carried a scale of Rs.3050-4590 under various Ministries were upgraded to Rs.3200-4900, i.e. PBI+Rs.2000 as Grade Pay, which are:-
1. Constable under Home Ministry and Railway Ministry, CBI, RPF
2. Postmen under Department of Posts
3. Leading Fireman of firefighting force
4. Mail Guard in Railway Mail Service
5. Navik in Coast Guard
6. Assistant Class II in Govt. mint.
7. Notice server in Department of Revenue
8. Carpenter in film division
9. Forest guards
Their pay will be fixed in the pay band I at Rs.6460 with a Grade pay of Rs.2000, which comes to a total pay packet of Rs.8460, whereas ALP with a Pay Band of Rs.5830+GP Rs.1900 will come upto Rs.7730 only, lesser by Rs.700.
It may be noted that under the Central Government Service/Railway Service the categories which have an entry Grade Pay of Rs.1900, the percentage of posts in that grade is less than 15%. Where as in the Loco Running Cadre, i.e. Assistant Loco Pilot it is 40% and more of the total cadre strength. It may also be noted that out of the total ALP posts, a meager 30% posts are in Rs.4000-6000 (under 5th CPC) which were allowed with Pay Band 1 + Grade Pay of 2400. In this case also the entry pay in the revised pay for direct recruits appointed on or after 01.01.2006 will be fixed at Rs.7510 in PB 1 with a Grade Pay of Rs.2800, where as ALP with a Grade pay of 1900 in PB I never get the Entry Pay in Pay Band at Rs.7510 when promoted to Grade Pay of Rs.2400.
Apart from these the responsibility attached to the post of Assistant Loco Pilot, the job attribute, the arduousness in performing duty are almost similar to that of Loco Pilot. Considering these position the Railway Board upgraded the post of Assistant Loco Pilot in Rajadhani, Shatabdi express to co-pilots. The Running Allowance Committee 2002 after a detailed study recommended that the trains which are running at a speed of 100 KMPH and above the Assistant Loco Pilot posts on that trains should be upgraded to copilots. This may be conceded and implemented not only to see the enhancement of pay packet to ALP, but on safety in train operation. Effective assistance to be provided for such super fast train which runs continuously for hours together without a stop or relaxation to the crew.
Therefore the pay structure of Assistant Loco Pilot be modified suitably.

IN SUMMARY WE DEMAND THAT THE PAY SCALES OF ALP STAFF BE MODIFIED AT LEAST PB1+GP RS.2800/- TO RECTIFY THE ANOMALIES AND TO MAINTAIN THE HISTORICAL RELATIVITIES.
EXTEND ADDITIONAL ALLOWANCE TO ALP
An additional allowance of Rs.500/1000 is allowed to Loco Pilot (Passenger) and Loco Pilot (Mail) respectively. The ALPs working in Passenger and Express trains too are facing the same working conditions and there is no valid ground to refuse the same and the same should be treated as pay for all purpose such as HRA, Running allowance and retirement benefits etc. Accordingly the definition of Basic Pay should include the additional allowances too.
It is a self explanatory, how the erosion in Pay and wage per hour is slowly being taken place in compare to Non-Running Staff.
Prior to VIth CPC
Non-Running Staff Running Staff (ALP)
3050 x 1.86 = 5673 Rs. 3050x2.118=6459.9 (6460) Rs.
So difference was 787 Rs. i.e. 787 x 100/5673 = 13.87% more
After VIth CPC implementation
5673 + 1900 = 7573 Rs. 6460 + 1900 = 6459.9 (6460) Rs.
So difference is 787 Rs.i.e. loss in % is 787 x 100/7573 = 10.39%
So loss in % is 13.87 – 10.39 – 3.48% All the loss in % is in even after getting 30% running allowance (Pay element) benefit. It is sufficient to prove is that thee is deprival of pay.
Hourly wage reduction in comparison to non-Running Staff.
Non Rg. Staff per hour wages is ALP per wages is
3050 x 1.86+1900 = 7573 Rs. 3050x2.118=8360/- Rs.
Duty hours/months – 176 hrs. D/hrs/month – 208 hrs.
So per hour wages is 7573/176 = 43.02 Rs. & 8360/208 = 40.19 Rs.
So loss of Rs.(43.02 – 40.19) is Rs.2.83/hr.
For equality in pay 43.02x208 = 8948.16 Rs. But received Rs.8360 so loss pay is Rs.588.16 i.e. 588.16 x 100/8948.16 = 6.57% loss.

Hello dear ALPs
ALP meeting held on 30th September 08 at KAZIPET in SECUNDRABAD division of South Central Railway, regarding the injustice pay in 6th CPC. In this gathering , ALPs from Bellampally, Sanath nagar and Ramagundam were also attended. All the unions Branch secretaries were invited . The leaders addressed the gathering and they extended their unconditional support for this programme. All unitedly decided that make this programme of action success until the Basic Pay of ALP is reviewd.

PROTEST AGAINST 6TH CPC
PROTEST AGAINST INJUSTICE CAUSEDTO ASSISTANT LOCO PILOTS IN 6TH CPC
Dear asst. loco pilots
After long await, 6th CPC scales were released, once again assistant loco pilots category deprived by the pay scales sinked the category yet again.
Technology developed vastly but the nature of duties and pay scales remained as it is working the trains which are running at a speed of 75 - 100 km/h observing number of signals adhering to technical modifications , facing unusual occurring on the track, observing red flag indications, track defects, overhead equipment fittings,defects of adjacent running trains, acting bravely in the event of train parting/uncoupling, carrying knuckle weighing more than 20kgs to a huge distance, anticipating to the call given by the station staff, responding promptly to the alarm chain pulling, acting sharply during technical defects arise in loco/wagons/coaches, working the trains around the clock, against the nature in transporting passengers and freight, suppressing nature calls, keeping away from family ,wife and children during festivals, celebrations, acquiring knowledge general, safety rules, loco modifications. Assisting loco pilots while on train run attending loco failures, keeping fit even working under high voltage, electromagnetic radiation and heavy noise pollution. The performance of running duties should end must reflect in the pay. But the 6th CPC scale sealed the financial growth of ALP.
India is becoming one of the global super power the role of youth in building the nation to a super is commendable. Similarly for achieving the fixed target of transportation, top earnings our part contribution with technical qualifications and A –1 medical standards are phenomenal and we feel proud of it. But no recognition for ALP category and pay scale fixed in the 6th CPC very less on par with the other categories who are recruited through RRB with the same qualifications ITI/Engineering Diploma.
Injustice made in the 4th and 5th CPC being opposed in different styles, protests where organized. End result the fast track committee demanded the basic pay to Assistant loco pilots Rs 4000 – 6000. The demand buried in 6ht CPC inspite of encouraging technically qualified youth with A – 1 medical standard. The released pay scale subjected ALP’s mental agony and pushed the cadre in to emotions.
Let us not depress, join hands together to oppose the 6th CPC scales and protest for the basic pay equilant to Rs. 4500 – 7000.

Submission of Joint memorandum by the Asst. Loco Pilots of Indian Railways

Sub:- Submission of Joint memorandum by the Asst. Loco Pilots of Indian Railways against the retrograde pay scale recommended by VI CPC.- Request for consideration - Regarding.

Aggrieved by the apathy shown by the VI CPC and subsequently “HIGH POWER” committee on the legitimate pay scale of the Asst. Loco Pilots of the Indian Railways. Hence we submits this memorandum before your August authority seeking intervention and redressal of justice.
The Asst. Loco Pilots of Indian Railways are prime motive force who keeps the wheels of trains moving round the clock through out the length and breadth of India, by working against the nature and facing its vagaries with high level of risk, devoting their entire life on running duties, deprived of family life, social interaction etc. belong to most sensitive and safety category of Railway men.
Affirmative factors:-
1. As such through out our length of service from the feeder grade of ALP to LP (Mail/Exp.), we should posses A-I medical standards from the day one to the age of 60 years without any relaxation. …2…

2. We should posses intimate knowledge about road and signals, rules governing train working like general and subsidiary rules, accident rules, Engineering knowledge (both electrical & Mechanical) to rectify on line troubles etc.
3. The duties and responsibilities of this category cannot be compared to any other category of staff in any sector including Railways.
4. Our ordous nature of job working trains in all 365 days shall be given with adequate compensation.
5. The minimum penalty of “Removal from service” for “Passing Signal at Danger” tells the “Military discipline” required to be maintained in the entire service while discharging our duties.
6. The rapid growth and technological advancement in the loco and rolling stock compels the ALP to equip himself with modern technology on par with Engineering cadres for safe and efficient train working.
7. Advance technology increases the area of observation and level of concentration by the ALP multiplying his work load into manifold with respect to Signals, rolling stock, and OHE equipment.
8. Psychological Test is compulsory and the Loco Running Staff have to qualify the same which is not so for other categories, such test conducted by RDSO/Lucknow.
Therefore the pay scale/pay band allowed to the Asst. Loco Pilot in Indian Railways be suitably modified and atleast a pay band and grade pay equivalent to scale Rs.4500-7000 be allowed. …3..
9. As per the v th central Pay Commission, the Railway Recruitment Boards are given Recruitment Notification with the posts having Pay Scales related to Educational Qualifications as below:

In this case the Asst.Loco Pilots are getting unjustified Pay Scales even they having higher educational qualifications related with the T.C., RPF etc. It is also repeated in VI Central Pay Commission.
10. Asst. Loco Pilots are getting equal punishments with Loco Pilots in case of Danger Signal passing, Derailment, Accidents, etc.
11. In some railways trains are running without Guard. In such cases Asst. Loco Pilots are performing the duties of the Guard.
12. In some railways we are detaining 3 or more days at out-station by loosing family and social life. In this case we are facing so many problems with the family members.
13. In some railways TXR Checking Depots are minimized with that we are getting over burden by performing their duties like Train Checking, Train releasing, Air continuity tests.
14. Running staff performing duties by facing vulnerable (critical) atmospheric conditions, weather changes and running trains with more accurate safety.
Therefore, the Pay Scale/Pay Band allowed to the Asst.Loco Pilots in Indian Railways be suitably modified and atleast a Pay Band and Grade Pay equilant to scale Rs.4500-7000 be allowed.
ENOUGH FACTORS FOR CONSIDERING ABOVE SCALE:-
A. Recruitment:-
1. In this connection we submit as follows:- To recruit in the lowest pay band, the recruitment is mere pass in SSC exam. But in the case of ALP, the qualification of SSC + I.T.I. (NCVT – Two years course) with preference to 3 years diploma holders in Engineering. RRB more preferred to select Engineering Diploma holders. So 80% recruitment being made with Diploma holder.
2. Actually the category of ALP is now strengthen with 2% post graduate Engineers, 16% Engineering graduates, 55% diploma holders rest only I.T.I. holders. No such department or category having that much rich knowledge and quality man power other than ALP, in any public sector includes in Indian Railways.
It is the high time for Nodal Ministry to prevent them from Migration concept. It is necessary to offer suitable and legitimate pay scale to them, through that only Railways can retain rich knowledge quality man power.
B. Comparison of pay scale:-
The 1st Fireman (Now ALP) scale in 1st CPC was Rs.75-105 and of the Guard/Gr.C the pay scale was Rs.60-170.
: 4 :
On 3rd CPC the 1st Fireman/ALP scale was increased to 290-350, on 4th CPC it became 950-1500 and on 5th CPC 3050-4590 where as Guards ‘C’ grade 60-170 in 1st CPC raised to 290-430 in 3rd CPC, on 1983 on cadre restructuring it was elevated to 330-530, in 4th CPC 1200 2040 and 5th CPC his scale has become 4500-7000 where as 1st Fireman has raised to 3050-4590 in 5th CPC. Such was the differential treatment meted out to Loco Running staff Vis-à-vis other staff.

During the period of 1947 to 1973 and upto 1996 tremendous changes took place in the duties of the loco Running staff. The responsibilities attached to the post were considerably increased.

During 2nd CPC 94% TXRs, 83.4% PWI’s, 93.7% S.M’s and 99% Commercial Clerks were below the Pay scale of ALPs. Now entire said staff are having pay scales much above an ALP. Pay of 83% of Commercial clerks and ticket checking staff are also above the pay of ALP at present.
D. Same entry Qualification for other posts:-
Direct Recruitment of other posts like junior Engineers and Section Engineers in all disciplines are making with the Engineering Diploma holders duly offering good and attractive pay scales. Now same scales are required to offer for ALP also. Because many Divisions and Zones are suffering with migration of ALPs problem, after being completion of valuable training and day to day working. There is lot of examples from all Divisions that 50% to 60% of ALPs are left their job due to depressed pay scale and unfair working nature.

Conclusion:-
1. The scale of Rs.4500-7000 for 40% of Asst. Loco Pilots in grade-II is justified on the ground that many of the post is equivalent to Fireman ‘A’/ALP during I, II, III CPCs were elevated to the scale of Rs.4500-7000. Hence it should be suitably modified and at least a pay band and grade pay equivalent to scale Rs.4500-7000 be allowed.
2. The scale of Rs.5,000 – 8000 for 60% in ALP grade I is justified on the fact that 60% of the ALPs in the Indian Railways are working in the super fast/Mail/Express and Passenger trains.
3. “Additional Allowance” shall also be extended to all the grades of Loco Running staff. And same to be counted for the pensionary benefits of the running staff.
4. We request the your kind magnanimity to suggest the cancellation of the “New pension scheme” and its policy.
In light of the above circumstances. As reflected from the repot itself, it appears that the sixth CPC and High Power Committee did not apply their mind in our job profile and thus done gross injustice to Asst. Loco Pilots. So that we urges that the joint memorandum put forth is looked into and justice be rendered.
